1 What is the NEO Program?

The Newly Elected Officials (NEO) Program is a continuing program of the Department of the Interior and Local Government (DILG) implemented through the Local Government Academy (LGA) the training arm of the DILG. The NEO program was initially offered in 2007 in line with the Department’s mandate of capacitating local government units by helping the Newly Elected Officials effectively discharge their duties and responsibilities and be able to define their development roadmap.

The 2016 NEO Program is the Department’s response to new challenges of making the Local Chief Executives (LCEs) become development and economic managers who are able to steer their respective Local Government Unit (LGU) towards inclusive growth and development. Being the prime movers of national development once they assumed office and the responsibilities that goes with it, includes various services on health, education, housing, water supply, policing, taxation and matters relative to enhancing political participation, increased local autonomy and empowerment as provided for in the 1991 Local Government Code.
